Norfolk Adopt-A-Spot Program: A Brief History
The late Ernie Morgan, who helped organize Norfolk's Clean City Committee in 1979, was known to dislike litter and blight on our local roads and interstates. He was one of the driving forces behind the Norfolk Clean Community Commission's first efforts to establish an "Adopt-A-Street" program in Norfolk. Such a program would involve more citizens in litter prevention efforts and build pride in the city.
The City's first group to come forward to adopt a street was the Wards Corner Lions Club. Mayor Joseph Leafe officially opened the program and welcomed the Lions in January 1992 as the Adopt-A-Spot program began. In the first year, 25 groups joined the effort. In 1993 the number of groups soared to 75.
Now approaching its 12th year, the Norfolk Adopt-A-Spot program has over 140 groups actively involved in regular litter pickup throughout the city. Parks, beaches, wetlands, median strips, streets, and some vacant lots are included. Organizations continue to call to find out about the program and find it is a good way to show community pride and involve their members in a positive environmental stewardship activity.

How To Adopt a Spot Or Street
1. Apply: Download an application and information sheet here. Discuss the program requirements with your group Families, schools, businesses, and service clubs are all eligible.
2. Pick a site! Check the list of available spots or streets and determine 2-3 that your group would like to work on. Adult groups are encouraged to select main commercial thoroughfares, and youth groups are welcome to adopt parks, beaches, and less busy streets. Street adoptions must be at least one mile in length.
3. Submit application: Complete the application and submit it to the KNB office.
4. Attend a safety orientation: You will be contacted to confirm details and set up a Safety Orientation for the group leader(s), where cleanup supplies will be provided to you.
5. Start cleaning! Conduct your first cleanup and report the results to KNB.
6. Getting your sign: KNB & the Division of Traffic Operations will place one or two signs declaring your adoption to passing motorists and pedestrians.
7. Follow-up: Maintain your adoption by conducting and reporting the results of at least four cleanups per year for a two-year period with this Clean-up Report form.
